Cuts In Pentagon African Budget Hinder War on Terror, Allow China To Fill Vacuum

The New York Times reports that cuts to the Pentagon's military budget to train and equip in African nations has hindered the war on terror there and allowed the Chinese to fill the vacuum.

One reason is that some nations refused to sign on to an agreement that would exempt American troops from the jurisdiction of the International Criminal Court at the Hague.

Thus it has been a gamble and resulted in the unintended consequences of allowing China to fill the gap.  It would be a win-win if some middle ground could be found - seeing how American troops are held liable of wrongdoing as exemplified in court martials in the war in Iraq and Afghanistan.
