Howard described DC as a deviant culture that takes no responsibility and the law taking over for personal responsibility. He wrote of huge organizations that cannot cut anything. He described DC as self-referential. He wants the public involved in determining which federal projects are valuable and which should be canned. He called it the "rule of nobody". He compared the size of the Constitution versus Obamacare. He noted that this system is not sustainable and that the bloated government has made the US 20th in ease of starting business.
