Roe said a tattoo apprentice often tattoos himself first. He said the new 24 hour waiting period to get a tattoo in DC is burdensome and the height of the nanny state. He said the tatto has been around for thousands of years and indicate characteristics of the person who was tattooed. He has been tattoooing for 15 years and said irreversable decisions are good for the soul. The minimum age is 18 to get a tattoo in DC. He feels there are more people getting tattooed today due to the visual nature of life today. He would like a full body tattoo. He's been a professional artist throughout his adult life.
