"Russia weighs Cuba, Venezuela bases: report" from Breitbart says that Russia is looking for a little defense on our borders - specifically in Cuba - and a bit down the road in Venezuela - even as the Obama administration is looking to soften relations with Cuba and close Guantanamo Bay as a detainee facility.
It seems that the Russians are pushing back against someone they perceive as a softer target in Obama, given the United States having to deal with the same financial crisis that is gripping the rest of the world. Despite Russia's outdated hardware, they can still make trouble and a statement.

"This is possible in Cuba," General Anatoly Zhikharev, chief of the Russian air force's strategic aviation staff, told the Interfax-AVN military news agency.
The comments were the latest signal that Moscow intends to project its military capability in far-flung corners of the globe despite a tight defence budget and hardware that experts consider in many respects outdated.
