    Stephen Payne, Bush Library Legacy Burnisher

    "President George W Bush lobbyist in ‘cash for access’ row" from Times of London reports that Stephen Payne, a vigorous GOP fundraiser, is now President George W. Bush's legacy library fundraiser in chief, shaking down for six figures anyone who might want an audience with the president, VP Cheney or Secretary of State Rice - apparently with all of them having extra time on their hands to burnish Bush's image - a la Bill Clinton.  Doncations can be unlimited and from foreign countries - and their identities can remain secret.  The Times of London set up an undercover investigation with a central Asian politician as the foil to make such a donation to obtain the outlines of the requirements and benefits of such an arrangement - on the people's time. 

    No doubt this is probably why there is a sticking point about the Clinton library donors and their list being released when Hillary Clinton was running in the primaries. 

    The White House has denied that they are influenced by such arrangements.
