China Has No More Control Over Pollution Than Al Gore?

"Beijing Drivers Ignore 'No Car Day'" from BBC News reports that China had promoted a "No Car Day" in an effort to reduce smog prior to the 2008 Olympics in 100 cities - but apparently to little avail.

Correspondents report that the driving levels seemed little impacted by this push - and with the Olympics a year away, it seems there won't be hugely measured reductions in air pollution.

What is ironic is that Communist China, with its strong central planning, could have easily instituted mass transit between the time it received the okay on their Olympic bid and the actual Games.  The fact that they didn't seems to reveal that they are more interested in their pursuit of capitalism - or that they have less control than previously believed.  Thus they haven't gotten Al Gore's big messianic message - or choose to behave as the Goracle and do as they want.
