Bin Laden Tape Augur New Attacks Or Exploiting Recent Arrests?

"Groups: Bin Laden Plans Video for 9/11" from AP, reports that al-Qaeda mastermind has released a "prequel" as such from its media arm al-Sahab, to a video tape to be released for the September 11th anniversary.  It will be the first time that bin Laden will have been seen on video in several years - in October 2004 before the elections, although he has released audio tapes, the last in 2006.

Although the recent spate of terror cell arrests are not clearly linked to Osama bin Laden, one has to wonder either if he is cashing in on these at this time to release this tape or if in fact, there is a link, however tangential to these various attempts.
